Growth Acceleration Partners Report Reveals 92% of Organizations Still Using Legacy Technologies

AUSTIN, TX – March 5, 2025 – A new industry report released today by Growth Acceleration Partners reveals that the vast majority of businesses (92%) continue to rely on outdated technologies such as Visual Basic 6.0, VB.NET, PowerBuilder, Clarion and Classic ASP despite the growing security risks and maintenance challenges these legacy systems present.
The comprehensive "2025 State of Legacy Development & Modernization" report provides a data-driven analysis of the current legacy technology landscape, highlighting both the significant challenges organizations face and the strategic opportunities for modernization.
Key Findings:
- 71% of respondents cite lack of time as the primary factor preventing them from modernizing their legacy applications
- 41% of organizations plan to modernize their legacy applications within the next 12 months
- 60% of respondents identified web technologies as their top priority for future development roadmaps
- 57% of businesses ranked cloud technologies among their top two priorities for tech infrastructure
- The most popular web frameworks among respondents are Angular (38%), React (37%), and Blazor (32%)
"Legacy modernization is no longer a question of if, but how," said Darryl Worsham, general manager of the Modernization business unit at GAP. "Our survey confirms what IT leaders and business decision-makers already know: modernization is a priority, but executing it efficiently is the real challenge."
The report also highlights the hidden costs of maintaining legacy systems, including security vulnerabilities, compliance risks, and operational inefficiencies. With 68% of companies experiencing security breaches tied to legacy software, the risks of delaying modernization continue to mount.
Organizations looking to modernize face three primary challenges: time investment, modernization costs, and resource constraints. However, the report emphasizes that with the right strategic approach—including thorough project assessment, clear transformation strategy, and focus on security and user adoption—companies can navigate modernization successfully.
As businesses increasingly prioritize web and cloud technologies, the report suggests that modernization can be achieved without being disruptive or cost-prohibitive through automation and expertise.
